Liz Fowler is a nationally recognized expert in federal health policy and a visionary leader. Jonathan Blum is one of the nation’s leading experts on the policy development and administration of federal health insurance and financing programs. They have both operated at the highest levels of federal health policy and served in leadership roles in the private sector. They have strong reputations for working with a wide array of health care stakeholders and forging bipartisan consensus to improve access, affordability, quality, and health outcomes.
Together they formed Health Transformation Strategies, LLC., a health care policy consulting firm dedicated to helping organizations understand, adapt to, and influence the complex regulatory policy, and business environments.

Liz Fowler is a nationally recognized expert in federal health policy with a focus on value-based care and payment innovation. Most recently, Liz was Deputy Administrator and Director of the Innovation Center at the Centers for Medicare & Medicaid Services (CMS). In that role, she was responsible for advancing innovative payment and care delivery models in Medicare and Medicaid to promote value-based care on a national scale. Prior to leading the Innovation Center, she was Executive Vice President of programs at The Commonwealth Fund and Vice President for Global Health Policy at Johnson & Johnson. As Chief Health Counsel at the Senate Finance Committee, she played a major role in the drafting and passage of the Affordable Care Act (ACA) in 2010, and then served as special assistant to President Obama on health care and economic policy at the National Economic Council to implement the ACA. She also played a key role drafting the 2003 Medicare Prescription Drug, Improvement and Modernization Act (MMA). Liz has over 25 years of experience in health policy and health services research. She has a bachelor’s degree from the University of Pennsylvania, a Ph.D. from the Johns Hopkins Bloomberg School of Public Health, where she currently serves on the faculty as a distinguished scholar, and a law degree (J.D.) from the University of Minnesota. Liz is a Fellow of the inaugural class of the Aspen Health Innovators Fellowship and was elected to the National Academy of Medicine in 2022.
Jonathan Blum

Jonathan (Jon) Blum is one of the nation’s foremost experts on the policy development and administration of federal health insurance and financing programs. He served most recently as the Principal Deputy Administrator and Chief Operating Officer for the Centers for Medicare & Medicaid Services (CMS). In this dual role, Jon led CMS’s program policy planning and implementation and day-to-day operations of the entire agency. Jon also served as CMS’s Deputy Administrator and Director of the Center of Medicare during the Obama Administration, leading the agency’s Medicare payment and delivery reform strategies and the overall management of the Medicare program.
In addition to his federal service at CMS, Jon was the Executive Vice President for Medical Affairs at CareFirst BlueCross BlueShield, worked as a strategy and management consultant at Avalere Health and Health Management Associates, served on the professional staff of the Senate Finance Committee and worked as a Medicare program analyst at the Office of Management and Budget.
Jon serves and has served on a multiple boards and advisory committees for private companies, non-profit organizations and academic institutions, all of which have missions to improve access, delivery, and value of health care services.
Jon is a graduate of the Harvard Kennedy School and the University of Pennsylvania. He and his family reside in Takoma Park, Maryland.
