Health Transformation Strategies brings together a distinguished group of national leaders in health policy, payment innovation, quality measurement, and health system transformation. Our team includes former senior officials from the Centers for Medicare & Medicaid Services (CMS) and other leading health policy organizations who have helped design and implement some of the nation’s most important health care reforms.

The firm was founded by Liz Fowler and Jonathan Blum, both nationally recognized experts in federal health policy and the administration of Medicare, Medicaid, and value-based care initiatives. Building on that foundation, Health Transformation Strategies has expanded to include a team of experienced Principals with deep expertise in payment and delivery system reform, quality measurement, care transformation, and federal and state health policy.

Collectively, our team has worked at the highest levels of government, philanthropy, and the private sector. We bring firsthand experience designing and implementing policy, working with diverse health care stakeholders, and building bipartisan consensus to improve access, affordability, quality, and health outcomes.
